ORGANIZATIONAL STRUCTURE

The I-15 Interregional Partnership (IRP) is a voluntary partnership between elected officials representing the San Diego Association of Governments (SANDAG) and the Western Riverside Council of Governments (WRCOG) as well as other key decision-makers from public and private sector organizations.

Working through a committee structure, the Partnership will identify and
prioritize issues related to jobs/housing balance and traffic congestion along
the I-15 Corridor, recommend strategies and model approaches to address the issues, and promote adoption of its recommendations into existing
jurisdictional and agency plans and programs. Evaluation will occur on both a policy and a technical level.


I-15 IRP Policy Committee

The I-15 IRP Policy Committee (PDF) is the Partnership's decision-making policy board.

Membership

The Committee is composed of no more than three elected officials from the San Diego region and three from the Southwestern Riverside County region, designated from the Boards of Directors of the participating agencies in the I-15 Interregional Partnership: SANDAG; WRCOG; Riverside County Transportation Commission (RCTC); and the Riverside Transit Agency (RTA).

Co-Chair Structure

  • A co-chair structure will be adopted to facilitate meetings.

  • The chair of the SANDAG Borders Committee and one Western
    Riverside County representative will serve as co-chairs of the Policy
    Committee.

  • Meetings will alternate between Riverside County and the San
    Diego region. The responsibility for chairing a meeting will be
    with the co-chair representing the region in which the meeting is
    being held.

Meeting Times and Locations

The Committee will meet three times during the grant period to discuss the three components and receive full status reports on the develop¬ments of each strategy; to receive the draft reports on each component and provide feedback for the final draft; and to receive the final draft. The meetings will alternate between locations in southwestern Riverside County and northern San Diego County.


I-15 IRP Economic Development Working Group

The purpose of the I-15 IRP Economic Working Group is to provide stakeholder input and feedback for the implementation of an employment cluster study component of Phase II of the I-15 IRP. The study is intended to lead to development of joint strategies to promote and support the expansion of employment clusters in the two-county region and to identify specific areas in which the two regions should coordinate infrastructure planning and public policy to support the growth of these common clusters. There is no existing working group or committee that can perform this function.

Membership

The Working Group is open to interested stakeholders in the region. It consists of representatives of local governments, industry groups, and education interested in discussing economic development issues. There will be no formal voting process. WRCOG staff will chair the Working Group.

Meeting Times and Locations

The Working Group will meet monthly or as deemed necessary to provide input on the advancement of the Economic Cluster Study and to discuss matters related to the Economic Development Strategy of Phase II.
