This report presents results from the fist three years of the I-15 IRP. Included are a summary of existing conditions, long range strategies to mitigate the job-housing balance in the bi-county study area, and plans to implement and monitor the success of the strategies.
The strategies are divided into four groups:
Economic Development (PDF), Transportation (PDF), Housing (PDF), and Program (PDF). The Program Strategies include an ongoing outreach program and legislative advocacy for programs that provide incentives for balancing jobs and housing.
Early on in the project, the I-15 IRP Policy Committee requested a set of short range strategies be developed and implemented as soon as feasible. These strategies focus on improved coordination between transportation and economic development agencies in the cross-county study area and expanded TDM activities in the I-15 Corridor to mitigate the interregional commute impacts on I-15 congestion. Most of these strategies are currently underway.

Commuting from southwestern Riverside County to the San Diego region has increased over the past decade. This report discusses the reasons for this commute, which can average more than two hours per day, and its characteristics.

This report profiles the existing jobs/housing imbalance that exists between Western Riverside County and its neighboring counties to the south and west and attempts to better understand the factors, rationales and decisions of residents and employers that cause the jobs/housing imbalance and associated congestion on the I-15 and
SR-91.
